Dima Berkovich, Civil Engineer
I am Dima Berkovich, a civil engineer and a graduate of the Technion — Israel Institute of Technology. I have been on the Israeli Register of Engineers and Architects since 2017, and DIM Engineering has been operating since 2015.
My work in Israel is almost entirely about standing on one side of a construction project. I supervise urban renewal projects on behalf of the residents, against the developer. I manage and supervise projects on behalf of developers, against the contractor. I act as the client-appointed safety controller on building sites. I report on buildings that a local authority has declared unsafe. And I inspect apartments for buyers, against the builder who sold them.
The thread through all of it is the same: in every project I work for one side only, and the other side knows it. That is the whole value. An engineer who is paid by the builder and an engineer who is paid by you will read the same drawing differently, and both of them will be sincere.
The Western Australian work is a deliberately narrower version of that. I am not there, so I do not pretend to be. What travels across the distance is the reading — of a contract, of a set of drawings, of a claim, of a report — and the judgement about what is missing from it.

What this is — and what it isn't
I am a civil engineer registered in Israel, not in Western Australia. I do not attend site, I do not certify works, and I do not sign anything that a WA-registered practitioner must sign.
What I do is read what you have been handed — the contract, the drawings, the specification, the progress claim, the defect report — and tell you in plain English what it says, what is missing from it, and what to ask before you sign or pay.
Where something needs a local registered practitioner — a building surveyor, a structural certifier, a site inspection — I will say so. Often the most useful thing I give you is the exact list of what to ask them for.
